Forest management often represents a balance between social, economic, and ecological objectives. In the eastern United States, numerous studies have established that terrestrial salamander populations initially decline in abundance following timber harvest, yet the large‐scale and long‐term consequences are relatively unknown. We used count data from terrestrial survey points to examine the relation between salamander abundance and historic timber harvest while accounting for imperfect detection of individuals. Overall, stream‐ and terrestrial‐breeding salamanders appeared to differ by magnitude of population decline, rate of population recovery, and extent of recolonization from surrounding forest. Specifically, estimated abundance of both species groups was positively associated with stand age and recovery rates were predicted to increase over time for red‐legged salamanders (Plethodon shermani) and decrease in stream‐breeding species. Abundance of stream‐breeding salamanders was predicted to reach a peak by 100 years after timber harvest, and the population growth rate of red‐legged salamanders was predicted to undergo a significant increase 100 years after harvest. Estimated abundance of stream‐breeding salamanders in young forest stands was also negatively associated with the distance to adjacent forest, a result that suggests immigration has a role in the recovery of these species. Our results indicate that salamander abundance in young forest stands may be only modestly lower than in more mature forest but that full recovery from timber harvest may take a substantial amount of time and that species life history may affect patterns of recovery. The Convention on Biological Diversity has catalyzed worldwide awareness of threats to biological diversity and stimulated global conservation strategies. These have led to national and international legislation and have generated debate about the most effective conservation actions. Under the EU Habitats Directive, all member states are obliged to establish a system for strict protection of species listed in Annex IV(a), which includes all bats. In England, this obligation has resulted in legislation that allows for derogation from strict protection under license, provided activities are undertaken to mitigate any potential negative effects on bat numbers. We used an evidence‐based approach to assess the cost‐effectiveness of mitigation strategies and the English bat‐derogation licensing process as a whole. We analyzed data from 389 bat derogation licenses issued in England from 2003 to 2005 relating to 1776 roosts and 15 species to determine the nature and extent of development and mitigation activities and their effects on bats. Overall the effects of licensed activities on roosts were negative. Despite the level of protection afforded to bats, the majority (68%) of roosts for which derogation licenses were issued were destroyed. There were species‐specific differences in the probability of roosts being destroyed, and impacts on roosts did not reflect a species’ conservation status. Information provided by licensees was inadequate and inconsistent. Most licensees (67%) failed to submit postdevelopment reports, and postdevelopment monitoring was conducted at only 19% of sites. Despite a minimum of £4.13 million spent on mitigation structures for bats from 2003 to 2005, it was unclear whether the licensing process meets EU obligations. On the basis of our results, we believe there is a need to overhaul the licensing process, to establish a comprehensive, standardized postdevelopment monitoring system, and to demonstrate that mitigation is commensurate with Britain's legal obligations. Calculamos tamuños de poblaciones genéticamente efectivas (Ne) para poblaciones simuladas del oso gris (Ursus arctos) trazando la péridida de heterozigasidad a tráves del tiempo, luego las comparamos con estimaciones de Ne Producidas aplicando fórmulas publicadas a los resultados demográficos de la simulación. Los valores de Ne calculados usando diferentes fórmula.s con datos idénticos, variaron mucho. Las ecuaciones publicadas por Hill (1972), y modificaciones de las usuadas por Ryman, et aL (1981) y Reed et al. (1986), proporcionaron los cálculos más precsios Fluctuaciones menores en las poblacionales tuvieron poco efecto sobre Ne pero la variación en el éxito repductivo por vida entre los machos Vkm redujo tremendamente el Ne comparado con el valor esperado bajo exito reproductivo al azar. Todos los métodos para calcular Ne para poblaciones con demografias complejas requieren datos extensos, pero estimaciones para Vkm en especies poligamas son especialmente dificiles de obtener. Trophy hunting can provide economic incentives to conserve wild species, but it can also involve risk when rare species are hunted. The anthropogenic Allee effect (AAE) is a conceptual model that seeks to explain how rarity may spread the seeds of further endangerment. The AAE model has increasingly been invoked in the context of trophy hunting, increasing concerns that such hunting may undermine rather than enhance conservation efforts. We question the appropriateness of uncritically applying the AAE model to trophy hunting for 4 reasons. First, the AAE assumes an open‐access resource, which is a poor characterization of most trophy‐hunting programs and obscures the potential for state, communal, or private‐property use rights to generate positive incentives for conservation. Second, study results that show the price of hunting increases as the rarity of the animal increases are insufficient to indicate the presence of AAE. Third, AAE ignores the existence of biological and behavioral factors operating in most trophy‐hunting contexts that tend to regulate the effect of hunting. We argue that site‐specific data, rather than aggregated hunting statistics, are required to demonstrate that patterns of unsustainable exploitation can be well explained by an AAE model. Instead, we suggest that conservation managers seeking to investigate and identify constraints that limit the potential conservation role of trophy hunting, should focus on the critical governance characteristics that shape the potential conservation role of trophy hunting, such as corruption, insecure property rights, and inadequate sharing of benefits with local people. Although many taxa have declined globally, conservation actions are inherently local. Ecosystems degrade even in protected areas, and maintaining natural systems in a desired condition may require active management. Implementing management decisions under uncertainty requires a logical and transparent process to identify objectives, develop management actions, formulate system models to link actions with objectives, monitor to reduce uncertainty and identify system state (i.e., resource condition), and determine an optimal management strategy. We applied one such structured decision‐making approach that incorporates these critical elements to inform management of amphibian populations in a protected area managed by the U.S. National Park Service. Climate change is expected to affect amphibian occupancy of wetlands and to increase uncertainty in management decision making. We used the tools of structured decision making to identify short‐term management solutions that incorporate our current understanding of the effect of climate change on amphibians, emphasizing how management can be undertaken even with incomplete information. Lack of guidance for interpreting the definitions of endangered and threatened in the U.S. Endangered Species Act (ESA) has resulted in case‐by‐case decision making leaving the process vulnerable to being considered arbitrary or capricious. Adopting quantitative decision rules would remedy this but requires the agency to specify the relative urgency concerning extinction events over time, cutoff risk values corresponding to different levels of protection, and the importance given to different types of listing errors. We tested the performance of 3 sets of decision rules that use alternative functions for weighting the relative urgency of future extinction events: a threshold rule set, which uses a decision rule of x% probability of extinction over y years; a concave rule set, where the relative importance of future extinction events declines exponentially over time; and a shoulder rule set that uses a sigmoid shape function, where relative importance declines slowly at first and then more rapidly. We obtained decision cutoffs by interviewing several biologists and then emulated the listing process with simulations that covered a range of extinction risks typical of ESA listing decisions. We evaluated performance of the decision rules under different data quantities and qualities on the basis of the relative importance of misclassification errors. Although there was little difference between the performance of alternative decision rules for correct listings, the distribution of misclassifications differed depending on the function used. Misclassifications for the threshold and concave listing criteria resulted in more overprotection errors, particularly as uncertainty increased, whereas errors for the shoulder listing criteria were more symmetrical. We developed and tested the framework for quantitative decision rules for listing species under the U.S. ESA. If policy values can be agreed on, use of this framework would improve the implementation of the ESA by increasing transparency and consistency. The potential markets for the manganese which may be derived from deep-sea nodules are assessed. Estimates are made of current consumption patterns of manganese in various forms – standard ferromanganese, low carbon ferromanganese and manganese metal – by the ferrous and nonferrous metallurgical industries. The effects of technological developments, expected to occur between 1980 and 1990, and potential price reductions on the demand for manganese are analysed separately and the combined effects of market growth, technological change, and price reductions are synthesized. Cet article évalue des marches potentiels pour le manganèse qui peut être extrait des nodules du fond des océans. Ces estimations sont basées sur les tendances actuelles de la consommation du manganèse dans ses diverses formes – ferromanganèse normal, ferromanganèse à basse teneur en carbone et manganèse métallique – par les industries des métaux ferreux et non ferreux. Les effects des progrès techniques qui sont attendus entre 1980 et 1990 et la diminution possible des prix du manganèse sont analysés séparément. L'article fait aussi la synthèse des effects combinés de la croissance du marché, des changements technologiques et de la diminution des prix. En este artículo se evalúa el mercado potencial para el manganeso derivado de los nódulos obtenidos del fondo marino. Se analiza las tendencies actuales del consumo de manganeso en sus diversas formas – ferromanganeso estandard, ferromanganeso de bajo contenido de carbón y metal manganeso – por las industries metalúrgicas. Los efectos sobre la demanda de manganeso por el desarrollo tecnológico durante 1980 a 1990 y de la reducción potencial del precio, son analizados separadamente. A central premise of conservation biology is that small populations suffer reduced viability through loss of genetic diversity and inbreeding. However, there is little evidence that variation in inbreeding impacts individual reproductive success within remnant populations of threatened taxa, largely due to problems associated with obtaining comprehensive pedigree information to estimate inbreeding. In the critically endangered black rhinoceros, a species that experienced severe demographic reductions, we used model selection to identify factors associated with variation in reproductive success (number of offspring). Factors examined as predictors of reproductive success were age, home range size, number of nearby mates, reserve location, and multilocus heterozygosity (a proxy for inbreeding). Multilocus heterozygosity predicted male reproductive success (p< 0.001, explained deviance >58%) and correlated with male home range size (p < 0.01, r2 > 44%). Such effects were not apparent in females, where reproductive success was determined by age (p < 0.01, explained deviance 34%) as females raise calves alone and choose between, rather than compete for, mates. This first report of a 3‐way association between an individual male's heterozygosity, reproductive output, and territory size in a large vertebrate is consistent with an asymmetry in the level of intrasexual competition and highlights the relevance of sex‐biased inbreeding for the management of many conservation‐priority species. Our results contrast with the idea that wild populations of threatened taxa may possess some inherent difference from most nonthreatened populations that necessitates the use of detailed pedigrees to study inbreeding effects. Despite substantial variance in male reproductive success, the increased fitness of more heterozygous males limits the loss of heterozygosity. Understanding how individual differences in genetic diversity mediate the outcome of intrasexual competition will be essential for effective management, particularly in enclosed populations, where individuals have restricted choice about home range location and where the reproductive impact of translocated animals will depend upon the background distribution in individual heterozygosity.
